Karen McMeekin

President, CDCC and Co-Head of Post-Trade Services

Karen McMeekin is President of the Canadian Derivatives Clearing Corporation (CDCC), which serves as the central clearing counterparty for exchange-traded derivative products in Canada. In this position, she oversees the integrity and stability of Canada's derivatives clearing operations, drawing on more than three decades of experience in financial markets, including over a decade in derivatives regulation and senior management.

Ms. McMeekin brings extensive regulatory expertise to her CDCC leadership, having previously served as President of the Montréal Exchange (MX) Regulatory Division, where she led all market integrity and compliance functions. Her career with MX and its parent TMX Group began in 2001 and includes a series of progressively senior roles in strategy, regulatory outreach, and market operations, including Director of Strategy and Regulatory Outreach, Director of Examinations, and Head of Market Operations. This background has shaped her expertise in regulatory strategy and stakeholder communication, as demonstrated by her role as Deputy Chair of the Intermarket Surveillance Group—an international body comprising more than 60 exchanges where she discussed global market surveillance practices. She is also an active member of VersaFi, a national nonprofit dedicated to advancing equity, diversity, and inclusion in the finance industry.

Ms. McMeekin began her career as a futures broker on the Montréal trading floor for TD Securities and Richardson Greenshields. She holds a B.A. in Economics from Concordia University, along with specialized professional development in corporate governance.

Jean-François Bertrand

Chief Operating Officer, CDCC

Mr. Jean-François Bertrand is Chief Operating Officer of CDCC. Mr. Bertrand has 19 years of experience in exchanges, clearing houses and market surveillance environments. He worked for TMX Group Information Technology, where he led, as Director, Architecture, the business and software architecture teams. He participated in the development of the SOLA technological platform and in the commercialization and implementation efforts of that technology for the Boston Options Exchange and the derivatives markets of the London Stock Exchange Group. Prior to his current position, Mr. Bertrand was Vice-President, Post-Trade Systems, CDCC-CDS, Vice-President, Trading Systems at the Montréal Exchange and Toronto Stock Exchange and Vice-President, Market Operations, Services and Connectivity at the Montréal Exchange. Before joining the Montréal Exchange, Mr. Bertrand was active in the consulting business, first for DMR Conseil, then for Fujitsu.

Mr. Bertrand holds a joint MBA from McGill University and HEC Montréal as well as an M.Sc. from Université de Montréal.

Olivier Léon

Olivier Léon

Chief Risk Officer, CDCC and CDS

Mr. Olivier Léon is Chief Risk Officer for CDCC and CDS. He has over six years of experience at TMX and, most recently, led the CDCC and CDS enterprise risk and operational risk management frameworks as Director, Enterprise Risk Management and Operational Resiliency. Before joining TMX, he worked as a senior consultant advising companies in the financial industry on operational risk, business continuity and regulatory compliance.

Mr. Léon holds an MBA from Laval University and a Master in Management from Montpellier Business School in France.
